BROWNFIELDS PROJECT

Site Assessments & Reuse Planning

Humboldt County Brownfields Project

The goal of the Humboldt County Brownfields Project is to clear underutilized or vacant properties that are planned for new reuses or redevelopment through due diligence and planning processes. Specifically, funding is made available to conduct Phase I and Phase II Environmental Assessments (ESAs), geotechnical engineering, re-use planning, cleanup planning and, in some cases, feasibility planning.

Phase I and Phase II ESAs are important first steps in clearing properties that are planned for reuse and redevelopment in the City of Winnemucca, Humboldt County, the City of Lovelock and Pershing County. A Phase I ESA is conducted to identify any environmental impairment or conditions and involves records research, interviews, and onsite observations. The Phase I ESA provides information to provide liability protection to property owners and determine if further assessment of the property is needed where there may be a potential environmental impairment or condition.

A Phase II ESA, which involves environmental sampling may be performed to further assess the site. The sampling may include soil, groundwater and soil gas sampling for contaminates and in some cases may involve asbestos and LBP surveys. If samples are found to have higher than acceptable contamination levels (according to state or federal standards), cleanup of the site may be necessary. In most all cases, the assessment process is able to document that a site has not been impacted thereby removing any perceived environmental road blocks to redevelopment without the need for further action. If cleanup is required additional State and Federal cleanup grants may be available to provide cleanup funding if specific criteria is met.

Pershing County Brownfields Project

Pershing County, Nevada is taking bold steps to revitalize its economy and renew community vitality through the support of the EPA’s Brownfields Program. This initiative is designed to help communities assess, clean up, and repurpose underused or potentially contaminated properties—turning them into assets that can support new jobs, services, and development. By addressing these often-overlooked spaces, Pershing County is laying the groundwork for long-term economic and environmental health.

The EPA’s Brownfields and Land Revitalization Program plays a crucial role by offering upfront investments and technical support to communities facing the uncertainty of brownfield redevelopment. These properties, whether former industrial sites, shuttered businesses, or vacant lots, often carry hidden risks that deter investors. EPA assistance helps answer key questions about contamination, cleanup feasibility, and viable reuse options. Once those risks are clarified, the sites become more attractive to developers, encouraging further investment and reducing blight.

In Pershing County, the Brownfields initiative is helping reimagine the future. Local priorities include sprucing up community gateways, developing industrial parks, reclaiming and repurposing abandoned buildings, and breathing new life into the downtown corridor. Each of these actions reflects a commitment to making the most of available land and restoring community pride. With support from the EPA, Pershing County is not only overcoming the challenges of the past but also creating a cleaner, safer, and more prosperous future for residents and businesses alike.
