NV 95-80 Brownfields Community Assessment

The 2022-2025 Humboldt County EPA Brownfields Community Assessment Grant is part of the EPA’s Brownfields Program which provides grants and technical assistance to communities, states, and tribes to assess, safely clean up and sustainably reuse contaminated or blighted properties in both Humboldt and Pershing Counties..

The redevelopment of contaminated or blighted brownfield sites is an opportunity for new growth. This grant funding can be a pathway to new economic opportunities, private investment, and improved quality of life for Humboldt and Pershing County residents.

Grant funds will be used for the assessment and remediation of property, reuse planning for assessed and/or clean-up sites, develop downtown/gateway community revitalization strategies and conduct community involvement activities for a coordinated approach and solutions.

The goal is to free up key lands that are zoned for development or reuse where infrastructure (water, sewer, and transportation) is immediately available; and provide incentives for property owners to address liability issues, contamination and redevelopment through tools such as grants and low-interest loans.

Action Plan

With the EPA funding, the Humboldt County Brownfields Team will identify whether a property planned for redevelopment has been environmentally impacted.

This process includes:

  • Inventory and prioritize candidate properties for assessment
  • Select the highest-priority redevelopment sites for assessment
  • Assess properties for reuse or redevelopment which may include collecting and analyzing soil, groundwater, or surface water samples to determine if a property requires cleanup

The focus of these assessments will be in both Humboldt and Pershing Counties; including the railroad corridor, the downtown corridor, targeted industrial sites, underutilized county/city property and the rural gateways of Orovada and McDermitt.

Grant funds also will be used to conduct reuse planning, cleanup planning if a site requires cleanup, develop downtown/gateway revitalization strategies and conduct community involvement activities.
